All Hands combines the talents of some of the leading emergency, crisis, and business continuity management firms in North America and around the globe. Our members have an average of over 20 years of experience, including the development of industry standard emergency, crisis, and business continuity management programs. We utilize our extensive network of seasoned consultants to provide highly reputable personnel with proven skills that match the requirements of each assignment. We work cooperatively with our clients and each other to ensure the best in service delivery.

History

The All Hands concept began in 1978 when Rick LaValla, a State of Washington emergency management official, began operating the Emergency Response Institute (and later ERI International). Founded in 1978, ERI is an international firm specializing in fields of Emergency Management, Disaster Preparedness, Disaster Response and Recovery, Search and Rescue, Survival Education, and Emergency Preparedness. ERI now provides services as part of the All Hands Consulting network. ERI has published extensively in the disaster planning, emergency management, search and rescue and survival education fields. ERI played a major role in the development and dissemination of new and innovative planning and training programs through out the USA and European communities on all phases of community and industrial emergency management, disaster response planning, and search and rescue. All Hands members such as ERI and associates have assisted numerous state and local governments with designing and implementing emergency management programs, disaster plans, and exercises.

Steve Davis, who worked for 24 years in Maryland local government, formed DavisLogic in 1995. Steve started DavisLogic as a small consultancy specializing in business continuity, emergency management, and command center operations. Mr. Davis has been a leader in efforts to bring traditional emergency management concepts to continuity of operations planning and in using new technology in emergency management. He has published more than 20 articles and has provided over 60 presentations on related topics.

Early in 2000, Mr. LaValla and Mr. Davis joined forces to create All Hands Consulting as a way to combine their talents and to expand on their shared concepts of mutual cooperation and partnership that has proven successful for almost a quarter of a century.

Comprehensive Emergency Management

A Comprehensive Emergency Management Program (CEMP) addresses all hazards and includes all phases of emergency management (preparedness, prevention, protection, response and recovery). A CEMP is required for day-to-day disruptions as well as managing response to and recovery from large-scale emergencies. A sound program is needed to enable a business or government agency to deal with any emergency.

All Hands provides CEMP support based on a comprehensive collection of products, experts, and services that address all required program elements. Our program is based on current industry standards and best practices as well as cutting-edge concepts in emergency management. Our CEMPs build upon the NFPA 1600 Standard on Disaster/Emergency Management and Business Continuity Programs, FEMA’s Criteria For Business Recovery and Continuity of Operations (COOP), and FEMA’s Emergency Management Guide for Business & Industry.
