Emergency Operation Center Services – Training and Exercises

All Hands Emergency Management Consulting can design, facilitate and conduct any type of EOC training or exercises custom tailored to your organization. We have extensive experience in developing customized EOC training and in conducting exercises using the Homeland Security Exercise and Evaluation Program (HSEEP) guidance. In addition, All Hands provides Incident Command System (ICS) training. We can help your staff discover the need, purpose and benefits of implementing the ICS concepts in managing any type of emergency situation.

Emergency Operation Center (EOC) Review

All Hands Emergency Management Consulting provides Emergency Operation Center (EOC) Review services. We will review your existing EOC and help you improve it both physically and operationally including development of your EOC organization, writing your Operations Manual, and developing Staff Action Guides for each EOC Position. We will also help you with training, software selection and EOC design services.

All Hands has developed a full suite of EOC Review tools and our workbooks are consistent with FEMA guidance and Unified Facilities Criteria (UFC) 4-141-04 Emergency Operations Center Planning and Design which we authored.

Emergency Operation Center Design

A properly designed EOC should serve as an effective and efficient facility for coordinating emergency response efforts. An EOC may serve a number of uses including operations, training, meetings and other uses. The EOC can optimize communication and coordination by effective information management and presentation. We can also help you integrate Virtual Emergency Operations Center (VEOC) concepts into your operations.

EOC software Selection and Implementation

We will assist you in the selection, implementation, and configuration of EOC software.  We can help you select software for your needs and help you manage the process of implementing and configuring the software.

Develop EOC Organization, EOC Manual, and Staff Action Guides for each EOC Position

Using the Emergency Operations Center (EOC) organization / structure as per the CEMP Basic Plan AHC will help establish EOC operating procedures and develop staff action guides (SOPs) for each EOC staff position.

Fusion Center Design

Fusion centers must be designed to operate as a truly collaborative information sharing environment. Fusion centers are defined as “a collaborative effort of two or more agencies that provide resources, expertise, and information to the center with the goal of maximizing their ability to detect, prevent, investigate, and respond to criminal and terrorist activity.” As is the case with EOCs, these centers demand clear operating procedures, staff roles, and responsibilities, and a supportive workspace, to include effective technology. All Hands Consulting offers an array of consulting services that can assist you in maximizing the effectiveness of your fusion center. Our offerings are consistent with the guidance contained in FEMA CPG 502 Considerations for Fusion Centers and EOC Coordination.

Incident Command System (ICS) Training

All Hands provides training at all levels of the Incident Command System (ICS) in accordance with FEMA guidelines and the National Incident Management System (NIMS). Training includes Introduction to the Incident Command System I-100, Basic Incident Command System I-200, Intermediate Incident Command System I-300, Advanced Incident Command System I-400, Incident Commander S-400, Planning Section Chief S-440 among many others.
