Steve Davis, Strategic Advisor, and Sr. Emergency Management Consultant

Steve Davis is a Strategic Advisor of All Hands Consulting. Steve’s public safety background provides him with a unique perspective and knowledge base to bring to emergency management consulting projects. Steve is an emergency management consultant with over fifty years of experience in a variety of fields related to public safety, homeland security, continuity of operations, and emergency management.

Steve became a volunteer firefighter in 1970 and a career firefighter in 1975. Steve served in uniform for a total of 16 years as a Firefighter, Paramedic, and Command Officer until moving into public administration. He served as Executive Director of Montgomery County’s Fire and Rescue Commission, was Administrator of the Montgomery County Health Department, and completed his public sector career as a Manager in the Office of Management and Budget.

Steve founded DavisLogic in 1995 and began advising government and private sector officials across the country and around the world on business continuity with a focus on managing Y2K risks. He was a founding member of the International Year 2000 Taskforce, the Computer Professionals for Social Responsibility Year 2000 Working Group, and was a volunteer expert with the International Cooperation Center. He also served as an expert witness on Y2K.

In February 2000, Steve co-founded and developed All Hands Consulting, a unique consortium of emergency management and business continuity consultants providing consulting services worldwide.

Steve is a Strategic Advisor for All Hands Consulting and continues to serve as a senior emergency management consultant and subject matter expert on homeland security, continuity of operations, and comprehensive emergency management projects.

Steve serves as a subject matter expert (SME) to state, local and federal government agencies in homeland security, emergency management, emergency operations centers, and continuity of operations (COOP). He also supports private sector organizations with emergency preparedness and business continuity. Steve has successfully managed over 250 emergency management consulting and COOP projects as well as several emergency operations center design projects.

Mr. Davis was the Project Manager for the Miami Urban Area Security Initiative (UASI) project from its inception in 2003 through 2009. In this capacity he was responsible for delivering to the Miami Urban Area as-needed planning, training, and exercise services across a four county area. Since then, Steve has led projects with 16 other UASI cities and regularly leads strategic planning initiatives for UASIs and other jurisdictions including conducting Threat and Hazard Identification and Risk Assessment (THIRA) projects.

Recent project have included emergency management gap analysis, plan improvement, and strategic planning projects.

Mr. Davis also manages the All Hands staff augmentation projects which have supported hurricane response, COVID-19 vaccinations, and migrant resettlement efforts.

Steve holds a Bachelor Degree in Fire Service Management and a Masters Degree in Public Policy from the University of Maryland, College Park.

Steve has given over 300 presentations at conferences, workshops, and seminars in North America, Africa, Europe, and Asia. Topics include comprehensive emergency management, business continuity, risk management, disaster preparedness, risk assessments, incident command, and emergency operations centers.
