The All Hands Consulting project approach for the development or enhancement of a comprehensive emergency management program (CEMP) is a tailored effort, which includes up to eleven discrete items. These services may be provided sequentially, concurrently or separately based on client requirements. Training related to the development or enhancement of an emergency management program can also be provided. In addition, we can conduct workshops or other training for local governments related to the development or enhancement of emergency management programs and strategic plans.
A jurisdiction’s Comprehensive Emergency Management Plan (CEMP) establishes a framework for an effective comprehensive emergency management program. A CEMP describes the basic strategies, assumptions, policies, operational goals and objectives, and mechanisms through which a jurisdiction will mobilize resources and conduct activities to guide and support emergency management efforts through prevention, preparedness, response, recovery, and mitigation. To facilitate effective response and recovery operations, the CEMP adopts a functional approach that groups the types of emergency assistance to be provided into Emergency Support Functions (ESFs) and groups recovery tasks into Recovery Functions (RFs).
AHC staff, working for and in close coordination with the jurisdiction’s emergency management staff, will provide administrative, research, planning, publishing services and best practices required to develop a complete CEMP. All of our planning efforts are consistent with FEMA’s CPG 101, Developing and Maintaining Emergency Operations Plans, Version 2.
All Hands will help your organization develop outlines for a department / agency response procedures. Encourage departments, agencies, organizations, to write Standard Operating Procedures (SOPs). Develop a complete listing of all departments, agencies, organizations who have identified responsibilities in the basic plan and emergency support functions (annexes). Include a sub listing of the responsibilities for each department, agency or organization. Develop a format for SOPs. Provide each department, agency, organization with their lists of responsibilities. Ask each department, agency, organization to develop a SOP/checklist for each responsibility (e.g., a list of action steps to be performed to ensure that the responsibility, if called upon, is carried out.)
Using the Emergency Operations Center (EOC) organization / structure as per the CEMP Basic Plan, AHC will help establish EOC operating procedures and to develop staff action guides (SOPs) for each EOC staff position.

Using a program evaluation tool that All Hands developed for North Carolina, Florida and the Federal Emergency Management Agency, All Hands will work with the Emergency Management Coordinator to develop a program profile to identify the current status of the program. The report will identify program areas needing immediate (first year) development, updating, or improvement, and those elements to be accomplished during the second year, and so on. Staff and budget requirements are indicated.
