These staff and projects are overseen and led by full-time resiliency staff with All Hands Consulting.

As an innovator and entrepreneur at heart, my passion is offering solutions to changing needs in the market as well as striving to offer technically innovative products that positively impact communities. This passion extends to ensuring resiliency and preparedness against all threats and hazards impacting communities. As a Korean adoptee, I am deeply committed to serving Holt International Children’s Services, primarily known for its adoption programs. They also strive to keep local families together, care for orphaned children, and support families who have adopted children. I have been connected to this organization since birth and honored to serve on its board for the last four years and serve as Vice-Chair to the Board of Directors for Holt International. I am thrilled to continue my journey impacting adoptions and children worldwide. On a personal note, I am most proud of my family. I am a husband and father to nine smart and inquisitive children. They keep me humble, and as they grow older, I have enjoyed teaching them about entrepreneurship, empowering them with the tools to start their own businesses, and how to positively contribute to society.

Zane Steves MAOL, CEM, CBCP, MCP

Resiliency & Operations

Zane has been involved with emergency management, continuity, and security for over 18 years within the private and public sector space. He oversees AHC programs and operations. He currently attends Liberty University pursuing a PhD in Criminal Justice: Homeland Security having completed a Doctoral Certificate in Criminal Justice; has a Master of Arts in Organizational Leadership, and a Bachelor of Arts in Emergency and Disaster Management with an undergraduate certificate in Homeland Security. Zane is a Certified Emergency Manager (CEM), Certified Business Continuity Professional (CBCP), Master Continuity Practitioner (MCP), along with many other emergency management and security related certificates. His roles throughout his career have allowed him to write national level emergency management and continuity policies, plans, and procedures, develop comprehensive emergency plans, business continuity plans, and other resiliency materials. He has also led and coordinated hundreds of response and recovery operations of various scales and complexity to enhance community resiliency.

Mark Vogel M.Ed., CEM, MEP, NJCEM

Preparedness & Resiliency

Mark Vogel is presently overseeing our Preparedness & Resiliency Programs. Mark has over thirty years’ project management experience in public safety and emergency management. Prior to coming to AHC, Mark retired as a Sheriff’s Corporal, serving as Deputy County Emergency Management Coordinator overseeing the day-to-day operations in emergency management/homeland security and managing the County’s emergency operations center and their incident management support team during emergencies & disasters. Shortly after retirement, Mark accepted a local hire position with FEMA during the COVID-19 response as an Emergency Management Specialist and Operations Task Force Lead. Mark has held his Certified Emergency Manager (CEM) since 2008 and has been a Master Exercise Practitioner (MEP) since 2011. Mark earned a Master of Education in Advanced Studies, a Graduate Certificate in Homeland Security, and a Bachelor of Science in Human Services & Emergency Disaster Service. Mark also completed numerous coursework and certificate programs in emergency management, law enforcement, fire, and emergency medical services.
