FEMA Public Assistance (PA) Program Technical Assistance and Program Delivery
Preliminary Damage Assessments – Following a disaster, FEMA and State officials must evaluate impacted public facilities for damages that are eligible for Public Assistance Program grant assistance. This process is called a Preliminary Damage Assessment.
AHC provides staff and consultants who have extensive experience working with Federal, State and local governments in this initial assessment phase, required prior to the issuance of a Presidential Major Disaster declaration, including engineers and planners led by former FEMA and State Public Assistance Officers.
Debris Management Operations – Debris operations following a major disaster are both extraordinarily expensive, and logistically challenging. Large-scale debris operations also require a tremendous amount of coordination with various Federal and State regulatory agencies. AHC provides its State and local government clients with the staff necessary to effectively and efficiently plan, oversee and document debris management programs of all sizes.
Debris Management Planning – Our staff are experts in working with government, non-profit and private sector partners with the development of both pre-event and disaster-specific debris management plans.
FEMA PA Program Implementation – Public Assistance, FEMA’s largest recovery program, often takes years to fully implement, requiring a significant commitment of staff and resources from already burdened disaster-affected communities.
AHC consultants can relieve this burden by assisting with the complete cycle of FEMA PA Program delivery, including:
- Development of eligible scopes of work to repair or replace disaster-damaged infrastructure,
- Completion of required Project Worksheets (grant documents) to obtain the maximum possible amount of Federal assistance,
- Providing insurance specialists to maximize insurance proceeds from existing policies,
- Resolving appeals and providing advocacy for dispute resolution,
- Identification of Hazard Mitigation opportunities, and
- Development of Long Term Community Recovery (LTCR) Strategies, necessary to return disaster-impacted communities to conditions that are often more sustainable than they were prior to the disaster.
