We believe that a homeland defense or terrorism preparedness program should be inclusive to the jurisdiction’s All-Hazards Comprehensive Emergency Management Program rather than developed as a separate program. A Comprehensive Emergency Management Program (CEMP), the supporting plan, and the Emergency Operations Center (EOC) serve as the basis for homeland security, defense, and terrorism preparedness.

THIRA

Our THIRA process closely follows FEMA’s Comprehensive Preparedness Guide (CPG) 201, Second Edition which was released in August 2013.  In addition, we use the identified threats and hazards in setting capability targets for each core capability identified in the National Preparedness Goal as required in Presidential Policy Directive (PPD) 8: National Preparedness. These core capabilities are typically assessed using the State Preparedness Report (SPR) assessment tool.

All Hands Consulting is a national leader in conducting THIRAs having completed eight THIRAs for Urban Area Security Initiative (UASI) cities and for other local emergency management programs nationally.  All Hands was the first in the nation to conduct a THIRA and the THIRA we did in 2012 for Baltimore was noted as an exemplar by FEMA for others to follow.

Development of a Municipal Metropolitan Medical Response System (MMRS)

The Metropolitan Medical Response System (MMRS) is an enhanced local health and medical response system that addresses the special requirements in response to terrorist incidents and other public health emergencies.

Urban Areas Security Initiative (UASI) Services

All Hands Consulting has been providing comprehensive services under the Urban Areas Security Initiative (UASI) since the inception of the program in 2003.  All Hands has directly supported 16 UASIs with various services and was responsible for the National Urban Areas Security Initiative and Homeland Security Conference planning for the first six conferences. As a result, we are intimately familiar with the grant program requirements and guidelines.

All Hands provides UASIs with homeland security and emergency management planning, training and exercises as well as strategic planning and capability assessment services. Projects have also included: project management, technical assistance, development of Homeland Security Strategies, Threat and Hazard Identification and Risk Assessment (THIRA) and completion of the State Preparedness Report (SPR). All Hands supported the first THIRA using the SPR process for the Phoenix UASI and piloted the Capability Estimation process as part of a capability assessment and strategic planning process for the Baltimore UASI.
